Because of the way the light lands on the planet surface there are two regions on both the top and bottom of the earth that do not fall under the 80% sweep of light that never shifts as the new alignment of the poles does not allow for the eccentric solar gymnastics our current orbit and skewed spin causes us to experience.

On the bottom there is the "cold region" where there is no day. Ever. It is perpetual night and nearly frozen over like the dark side of the moon. Legend and myth also surround this area it is equally mysterious with its own distinct arctic vibe. The cold region accounts for 10% of the total land mass.
